Can you identify the role and missions of your organization?

Confesercenti Toscana is an association of MPMI in the Commerce, Tourism and Services sectors, which associates over 30,000 companies in Tuscany. Our mission is to support the activity of small business owners by carrying out:
a/ Lobbing activities at the various institutional levels (at European and national level through National Confesercenti, at regional and local level through their own territorial structures)
b/ Support for access to credit through its Consorzio Italia Comfidi
c/ support for training and professional updating of entrepreneurs and workers, through the FONTER interprofessional Fund and the network of CESCOT training agencies
d/ support for improving the competitiveness of SMEs through the network of service agencies distributed throughout the territory

Why are you participating in the WINTER MED project?

Confesercenti Toscana is very interested in transferring to the MPMIs present on the islands of the Tuscan Archipelago, Elba, Capraia and Giglio in particular, the good practices and solutions identified and tested by other community projects, in order to improve the sustainability of the offer of those tourist destinations and to extend the periods of activity.

What is the economic weight of tourism for your region?

In Tuscany, tourism, in the period preceding the Sars2 COVID-19 pandemic, represented about 6% of the regional GDP. Considering the companies of the extended supply chain (trade and related services), this percentage rose to about 12%. Tourist flows relating to the coastal area accounted for approximately 50% of the total (approximately 50 million overnight stays). Over 50% of the region's tourist presences were made up of foreign tourists, therefore, due to the limitations resulting from the pandemic, in 2020 we witnessed an estimated collapse of around 75% in turnover.

What are the high periods of tourist attendance?

Under normal conditions, from Easter to mid-September

What projects or actions have you implemented to make tourism more sustainable?

At the regional level, no organic projects have been implemented for the entire region. Limited to bathing establishments, in collaboration with the Tuscany Region, a project was launched in 2018 to eliminate the use of disposable tableware and plastic containers on the beaches. Furthermore, in some areas we have encouraged systems for the collection and recycling of used oils.

Do you have ways to reduce the negative impacts on the environment, culture, social?

To intervene effectively, you need: a) few projects shared with the Government and the Region, applicable on a large scale b) incisive actions in terms of communication, both towards users (tourists) and entrepreneurs; c) adequate funding to support projects shared with public administrations

What measures do you recommend ensuring responsible and sustainable growth?

The problem is very complex. The responsible and sustainable growth of tourism, like any other economic sector, requires planning and forms of control, which in some situations should be able to become stringent. However, this conflicts with the dynamics deriving from the total opening of the markets. Some flow monitoring measures could help to make useful decisions and could be adopted at the local level (destination or regional), but by themselves they would certainly not be able to modify the global trends and dynamics of the market.

What governance mechanisms do you propose?

Tourism needs monitoring tools coordinated at the various administrative levels, local, national and European, capable of providing useful information to those who have to make government decisions. A strategy is also indispensable, also to be developed on three levels, European, national and regional. In this context, destinations could place their sustainable development activities.
